This is the right solution for your needs if you have multiple users who need to create tickets, and all of them should be visible. You can create an unlimited number of usergroups and unlimited members.
All members can manage and see tickets created by the supervisors. Members who are not selected as supervisors will only be able to see their tickets, just like a normal reporter.
